Can non-DVC members book dining plan

As every dining option is with a booked disney room, if I rent points through a DVC member on this board (and the DVC member makes the reservation for me) can the DVC member also book us on a dining plan?

Yes - they will need to add it to your reservation prior to your arrival. I think it needs to be at least 48 hours so play it safe and ask them to add it sooner rather than later. You will pay for the DDP when you check in.
