Can a 40% pin code be used at any resort?

We just went to WDW in September and we really weren't planning on going agian for a couple of years but I opened my email and found a 40% pin code. It gives dates for the value resorts adn I really don't want to stay at one. We stayed at POR for our trip and I would definitely go back there but I'm also considering Fort Wilderness. Just wondering if anyone was able to apply a pin to anything other than a value?
I would love to get all the costs up front so I can use it to persuade dh

I got the same PIN code yesterday and just got off the phone with them. They were offering 40% of every hotel that had availablity as well as the packages.
