Café Mickey - awful time. Anyone else had this?

I've eaten here twice and the service received when we sat upstairs was much better than when sat downstairs (though to be fair, the downstairs experience was a lunchtime). When sat downstairs at lunchtime, we only met a handful of the characters actually about and they only took the time to take one photo when we had 3 willing character meeters sitting eager!
The food IMO stinks, it's as bad as the counter service eats but for a much higher price. And the service is just bad. The waiters are generally pretty bad.
As nice as the place is too look at, I think its poorly laid out for characters trying to get round tables.


I think IMO, Disney need to look at Cafe Mickey and make some decisive changed to rectify such problems.
