If I buy a contract that says there is a certain number of points coming on a certain date, lets say 120 points coming on November 12, 2013. What does that mean? I am thinking that I have no points now but will get 120 in nov. if that is the case if I have my contract now can I make reservations now even though I don't have points until November ?

You can't make a reservation on a new contract until you close and the points are deposited into your account.

You will be able to borrow the Nov points for a earlier stay if you want one.

(there is actually no such thing as a november UY but examples are provided assuming there was.)

points should start on the first of the month.

so if you had 120 pts in your nov 2013 "use year", that would mean they are valid to be "used" for stays from nov 1, 2013 to oct 31, 2014. you can call to book 11 months in advance, based on your home resort.

so if you wanted to stay nov 1, 2013 for 5 nights, you could have called on dec 1, 2012 to book your home resort for those nights with those pts.

before you bid on a contract, you really should read this to get a fuller understanding of the concept of a "use year":

edited to add: as bill said, IF they are actual/current 2013 UY pts (in other words, not banked into 2013 from the 2012 UY), they could have been borrowed into the 2012 UY to be used for stays from nov 1, 2012 to oct 31, 2013 - which means you could have called as early as dec 1, 2011 (at the earliest) to use those 2013 pts for a nov 1, 2012 stay.
