Do the Swan and Dolphin resorts use Disney's bus transportaion?
We will be using an ECV in our group and I know all of the Disney buses are WC /EVC accesible.

From what I was told there is no bus service to MGM. There is boat service but after an EMH there had to be several hundred people waiting for the boat. We ended up walking back to the Dolphin. That was a LOOONG walk at 1:30 in the morning.

I would think the same would apply to EPCOT because there is boat service. That was only a 15 minute walk so we never bothered with the boat.

Yes, the Swan/Dolphin does use Disney transportation and all buses are handicapped accessible. The bus picks up from the Swan first which is always great because you know you'll get a seat, then it stops at the Dolphin and then the Boardwalk. There is no bus transportation to Epcot or MGM because they have the boat for that. If there is a long wait for the boat or too many people in line we just walk because it only takes about 10 mins. and it's a very nice and scenic walk. Takes about 15 mins. to walk to MGM.
