If you get an email and the price offered is better then the BRP you already have can you get the price adjustment or is it only good for the general public ratess?
Actually, I emailed WDW to find out what the Best Rate Program actually covered and specifically what would happen if a lower offer for AP holders came out after booking via the BRP. It's been about a week and I'm still waiting for an answer.

We recently received our annual pass exchange certificates and we're ready to book our January
vacation, but have delayed doing so because of some confusion about the "Best Rate Program." Does
the program guarantee the best rate available to passholders? That is, currently the program states
that it guarantees the lowest price available to the "general public." The assurance I guess that
we're seeking is that we're also guaranteed the lowest rate available to "annual passholders" as
well (e.g. if WDW offers a new rate code for annual passholders with a lower rate then currently
available that our resort rate will be adjusted to that lower rate).

Are you saying that you got an email with a rate for a room that was better than a rate you currently have booked through BRP?
Right now I have a moderate booked at $109 plus tax a night from Nov 19th through the 26th and it is my understanding that the codes that are out right now are higher than $109. They are at $119 a believe.
I do not believe that a postcard or email offer that was sent directly to someone with a pin attached as a targeted marketing excerise would allow me to make an argument to get my BRP rate lowered. They would only lower the rate if a genral public rate came out that was lower. There has been much decison about what exactly "general public" means but that was more in the hope of Disney offer AP discounts through the "old' method of over the phone and people were wondering if those would be lower than if we booked online. I think it is coming to pass that the "old" way of booking an AP discounted room is gone and that the BRP is the way of the future.
I am keeping an eye on Jan rates right now as we have a regular savanna view room booked at the AKL with a BRP rate of $239 a night inc. tax. This is much higher than the $161 a night inc tax we paid this past Jan so it will be interesting to see if any general public codes come out what they will be and if they happen to be lower the the BRP rate how that will be handled.
As for my Nov reservation is concerned I have not heard of anyone being able to book a moderate for my dates at a rate lower than $109 a night plus tax.
