Booking with Travel Agent

I have a question I thought one of my dis friends might be able to answer. So I saw on facebook today that one of my friends is going to be going to Disney the end of October so I asked her when as I thought we might be there at the same time. Well anyway I asked if she got the free dining and she said "Free? We paid for a dining plan if that is what you mean" and I told her no your dates fall within the free dining period and they are staying at POR which is great because they had paid for the regular dining plan. There will be three adults and one child. They are going for 5 nights so doing my calculations that would be $749.80 for all of them. Well she said her MIL called their travel agent and credited them $450.00 well that means they charged them $299.80 to make that change. This doesn't seem right. They are well within their 45 day mark that Disney gives to make changes without penalty. Can anyone shed some light on this for me. TIA.
 
Not every travel agent books directly with Disney. Some chose to book through other wholesalers who may have different cancellation penalties and time frames. Not every TA specializes in Disney which doesn't suprise me that they missed the free dining.

Without knowing the particulars, it could be that they had a room discount with their package and when they changed to Free Dining their room rate went up to rack rate. You can't get both, it's either a discount or Free Dining.

Or they booked a standard room initially, which was no longer available for free dining, so they had to change to a preferred/water view/riverview room, which also increased the package price from your calculations. Merely having a package reserved doesn't mean that you can apply the discount to your particular configuration. There are only so many rooms of each type at each resort reserved for each promotion.

It's good, however, that they were able to save $450, though - you should be happy you were able to help!
