Booking DVC (for Disney World) While on Board the Treasure

I have a scenario that I could use some help with. I am going to be on the Treasure from April 12-19. I am planning a girl's weekend at DW with my best friend for November 14-17th. My home resort is Bay Lake Tower but we were wanting to stay at Grand Floridian for the Christmas decorations. I purchased Membership Magic Beyond and want to take advantage of the OTUP buy one get one free deal, and also don't want to move points in from 2026 more than I need for this year. So my question is twofold a) Can that phone number on the ship to talk to DVC count as member services and allow me to purchase OTUP and make my reservation while I'm on the ship? b) Since this is a sea day, will I be able to make this reservation online with chat or must I call? I didn't realize the overlap when we planned our girls weekend, and I am beyond stressed thinking about trying to manage Disney IT systems while on the ship. I know you can't move your own reservation with OTUP so I couldn't book for a few days beforehand and modify it while I'm on board. Currently there's no availabilty at my home resort for a studio and I have 0 experience with waitlist. Anyone that could potentially alleviate my concerns or explain the best way to make my booking would be greatly appreciated!
 
I wouldn't say it's impossible, but I also wouldn't count on being able to contact Member Services on a sea day without a cost.

On a cruise a few years ago, I got a call from Member Services while at Castaway Cay that I didn't notice until I was back onboard. The room we'd booked for a few days later was unavailable, and I needed to agree to a different room type or different resort. I asked the castmembers at the DVC desk whether they could adjust my reservation or put in me in touch with Member Services, but they said they could not. I had to call MS (paying the cell phone charge for an international call) before we left port.

The Navigator App says it provides free access to Disney sites, including DVC, but that access has always been spotty for me and I definitely wouldn't count on it. If you purchase the premium tier of the ships WiFi, you should be able to get to the DVC website. I am not sure if you can purchase and use One-Time Use Points through chat.

My recommendation is to call your guide, if you know them, or call Member Services now to discuss what your options are. If you can do what you need via chat, you'll know to be sure to get WiFi access. If you can't, you'll need to think about how best to call.
 
So I called DVC member services and they stated that the DVC on the ships is specifically sales only and cannot help in any way. She also told me that I would have to call to buy OTUP and couldn’t do it via a chat. My plan I guess is to use the service that Verizon offers for cruise ships that offers 50 minutes of calling in a day. This will cost me 15 bucks which I think is cheaper than WiFi. I put in a waitlist at BLT for the days I need now just so I can have “something” reserved in case this goes poorly. The only thought I had was to book something for 24 points using OTUP and then cancel that reservation so they get used on my waitlist or my booking, but if my waitlist goes through before April 14th, I wouldn’t be able to use them.
