Best digital photo editing software and why?

What do all the experts here recommend for editing software for digital photos and why? Cost is also a factor for me so keep them reasonable.

It works great and is easy to understand. Usually on sale somewhere, much less than list.

I use Photo Explosion,,by Nova

cost $20.00 at Walmart,,it's great for the price..I just used it to eliminate unwanted people from a photo for some co-workers...it's easy to use...

I also have GIMP which is freeware...you can find it online to download...it's a powerful tool, but harder to use...

How does this compare to Adobe Photoshop Elements, do you know? I was actually looking at these two.

I have that also, Ver 2, but prefer MS, simpler for me to use. On the other hand, for sorting and that, I prefer Adobe's Photo Album 2 http://www.adobe.com/products/photoshopalbum/main.html even though MS has an album one also in their suite product, which I have. I like MS 9 and Adobe Album. Works for me.

IMHO, the *best* is Photoshop. I'm not sure how well Photoshop Elements works compared to Photoshop, but Photoshop is fantastic.

Of course, it's also expensive.

My second favorite is Paint Shop Pro, which costs about the same as Photoshop Elements and does almsot everything Photoshop does.
