call ms and see - I think at any time you can make a cash reservations (if the rooms are availability) - these are the rooms that members have changed out to go somewhere else (it also might be 5% that DVC kepts to do maintence)
The 25% member discount rooms come from points inventory. DVC will only make them available to members when they anticipate that they will not be booked for points. Chances are at 11 months out they will not be made available or even at 7 months. If you call CRO, you would be booking a room that came from DVC's ownership or trade outs, they may be available at 11 months (CRO discounts may be available, like AAA).
If I just want to book a room through CRO (which will be rack rate, or some other discount, perhaps AAA, etc.) I can call any ol' time.
If I want the DVC discount of 25%, I need to wait until MS releases some of these (IF in fact they do!), and this typically occurs closer to the date (like what, 60 days out?)
but not exclusively. In other words, in addition to the remaining "point inventory" rooms being available to members, after the 60 day mark they may also be available to the general public via CRO/WDTC. At that point, it's first come, first to get a reservation, regardless of how the room will be paid for (points or cash).
