Stupid question of the day let's say I invest in that bag for dh is there a rule that says I can't attach it to a rented ecv of site, if I could it would safe me in so many ways

I don't see why not - especially as long as:

[1] You can detach the bag for Security when entering the Parks

and

[2] You can detach the bag at the end of your rental, and not have damaged the rental scooter in any way.
