Correct. It's not Disney/Aulani restricting their use, it's Ko Olina.

And yes, this is rigorously enforced.

I’d like to see them come and try to take a sun shade umbrella that I have attached to a beach chair…. it wouldn’t go well for them….

I saw 3 beach chairs out at the other lagoons, cant say how long they were sitting in them. They weren't hotel supplied since those ones were blue.

Now that I think about it, I bet if unrented chairs/umbrellas were allowed the lagoons would be much busier.
