Note I do not think these are the best rides, simply the best rides for your age group assuming both kids are 40" that will get obnoxious lines. If the kids are brave haunted mansion and pirates are great and if the 4 is over 40" swap dumbo for splash mountian.
Believe it or not epcot will be your next park. There are only 3 rides the kids likely cant ride and several that will delight.
IF you are only focased on the kids then...
tier one
either Malsteom or charactor spot
Tier 2
nemo and either turtle talk or spaceship earth
bonus fastpass
anything but journey to imagination (do ride it the kids will like but unneeded fastpass)
if 4 is above 40" switch t1 for soaring and try for a bonus for malistrom.
no fast pass but be sure to ride the Donald duck ride in Mexico and the lion king movie at the land.

At that age unless the kids love zoos and sit well for shows plan a half day.
Fp here is harder Safari is a must, then maybe nemo and a meet and greet. I just don't really see the need to fp dino-dumbo but do ride it and do the boneyard as well as take the train and pet the animals.

So tier one is toystory midway mania.
tier 2 playhouse Disney show and the great movie ride.
if they can sit little mermaid and beauty and the beast show
when they cant honey I shrunk the kids playground.
