Are under 3 yo's charged for special dining packages?

I am literally on hold with Disney dining and it's been ten minutes already just to talk to someone! Maybe somebody here can answer my question.

At WDW, we did not have to pay for my under 3 year old daughter to attend a character meal. I did include her when making the reservation just for seating.

We currently have the MSEP package at BB reserved. Will I have to pay for my 2 year old son at the going rate for this package? Or can he share/order off the menu and still view the parade with us without having to pay the dining package price for him?

What about the WOC dessert party? Do infants get charged for it?
 
Under 3, they will share off your plate. My granddaughter was a big eater at 2, so we still ordered and paid for her meal. Eating off our plates wouldn't work.
 
As stated above, if the under 3 child is ordering off the menu, then you will pay. If they eat off your plate, then it is free. He will be able to view with you either way.
