I'm staying off property this trip and I want to go as light as possible.
SO.....
1. Can I load a CC onto my magic band even though I'm not staying at a disney resort? ( I don't think I can do this unless it changed recently)
2 . Can I use apple pay in and around the parks and just leave my wallet locked in the car?
3 . Is there another option for mobile paying?

1- no. Mbs charge the on site hotel room, not the exact card
2- I believe many places take Apple Pay but I would still bring my wallet if the readers are down

Apple, android, samsung, microsofts, etc etc etc work just fine... as recommended always have a backup way to pay as anything can happen including MBs not working if you have a room. rare, but happens.

the checkout people who tend to have issues with things liek this are the kiosks that are someone else. like the joffrey's cafe in contemporary lobby, some of the independent stores in epcot, etc.. anywhere with cast members including starbucks you'll have no issues.

I used Apple Pay in Feb. 2016 in MK. If I remember correctly, you may need to tell the CM at the register that you want to use Apple Pay. They then activate the reader.

My sister and her husband have used Apple Pay frequently at WDW, without any problems. However, there is always the possibility that either Apple Pay or the entire cc network could be down. I always carry a $20 bill with me as a just in case. If you want any adult beverages, you will need ID also.

I have a tiny wallet I carry at Disney that just holds ID, cc, insurance card, AP for discounts and a little cash. It's barely larger than my ID and smaller than my phone. It slips in a pocket easily if I choose to go bagless.

Can I still load my Disney gift cards onto my magic band and pay with those if I'm not staying on site or do I need the physical gift card?

I don't believe you can link a Magic Band to a gift card at all. What on-site stayers do is link it to their credit card, but then stop at the resort desk to pay it off with a gift card before it is charged to their actual credit card (there is a threshold for that to trigger). Anyway, if you are not onsite, then I do not believe you can link any payment method to the Magic Band because it's not really linked to the band anyway, but it's like charging it to your room at a hotel, but the hotel has your credit card on file.

There are some gift cards that come on a little coiled tether you can wear on your wrist. These are usually sold during Food & Wine but they are just regular gift cards in all regards. I do not know if they are available at other times of the year.

Paying with a MagicBand is actually charging the purchase back to your Disney Resort room account. So, no you can't pay with a MagicBand when staying off-site.

You never could do that. Still can't. You need a physical gift card.

I use Apple Pay almost exclusively to charge all sorts of items when I'm at Walt Disney World. Anywhere that accepts Magic Band should accept Apple Pay.
However, as others have said, it's a good idea to carry a photo ID and a credit card. Maybe a few $20s or ATM card if you're being careful.

I've found that it works best to tell the cashier that you're paying with your phone before you hold it up to the Mickey. This will give them a chance to press the key for credit card instead of assuming that you're going to tap your Magic Band.

1. no
2. i have no idea
3. Disney gift card

and if you have the Starbucks app you can use that to pay at Starbucks locations (but you can't redeem your rewards at the Starbucks at WDW).
