Other than the parks, where can you turn in your AP vouchers to get the actual pass? Resorts? Downtown Disney?

Yes,

Guest Services at DTD will activate your vouchers.

Resorts cannot sell or activate AP's. You must go to any theme park ticket booth, any theme park Guest Relations window or to either of the two DTD Guest Relations locations.
