I e-mailed Disney regarding AP rates & CRO and below is their response.

Thank you for contacting WALT DISNEY WORLD! As you may be aware, the various Walt Disney World Resorts do periodically offer special resort programs or rates as a courtesy to our guests. However, please know that seasonal discount programs are traditionally only determined and released one season at a time, and often not until the very end of the previous season. Special programs are offered on a first-come, first-served basis and are subject to availability.

Central Reservations is not going anywhere, they will be still making room only reservations.
