anyone told they don't need a VISA by embassy?

Has anyone ever been to the US Embassy and been told that they do not need a VISA? I'm not convinced my boyfriend needs one as the issue would not fall under moral turpitude and am concerned that once you have a VISA in your passport it would raise suspicion about him forever, perhaps unnecessarily. Ideally we would potter down to the embassy and be told he'd be fine with a waiver- ever happen?

That moral turpitude question is always the deal breaking. If your partner has ever been arrested or caution then the answer is yes, and he will need to go the embassy.

Friends of mine had to do this recently, and they got a 10 year visa for a virtually 10/15 appointment with embassy staff:yay:.

They decided 2010 was going to be the year they would go to Orlando, I don't think they would have bothered otherwise.

To be honest I doubt they would ever tell anyone NOT to apply for a visa, for the moneymaking aspect if nothing else (cynical perhaps but there you go :rolleyes:) Also, because UK and US law are very different (no such thing as a caution in the US etc) it sort of covers the embassy from giving out the wrong info if they just say 'if in doubt get a visa'
 
If you don't mind me asking, what is the offence in question? The visa waiver is quite clear in that it can't be used where there has been an arrest or conviction for an offence of moral turpitude and as you may have discovered yourself, there are definitions of what kind of offences are defined as such. If his offence does not fall within the definition, could he just not fill in the VW?
