Any way to Arrange a Character greet?

We have a VERY quick 2 day/3 night trip planned to Disney. During this, a member of our family has a very special surprise planned for someone.

Is there any way thru the Million Dreams or with someone in the parks, make arrangements for a character to appear during the special surprise?

Should I check up in that office at the front of the Magic Kingdom? I can't even remember what it is called, LOL. But it used to be over in the left side area when you entered the park. And yes, if DS wanted to do this part of it, I would be happy to yank out the plastic!!!
