I figured I would share my recent experience for any one interested...
I called the passholder help line (407) 939-7277 Monday morning, 2/15, and spoke with the cast member who just asked a few simple questions about the previous passes we had. They asked if there was anyone else in the household who would also need to purchase a new pass. So I gave them all the info and they said it would be up to 30 days before I would hear back about eligibility. On Friday, 2/26, they called me in the morning and let me know that I was eligible and gave me the prices for the new passes. They came in voucher form attached to my MDE account. Hopefully the response time is starting to get a little quicker with potentially less demand now.
Don’t hold your breath. They told me within 7 days and it took 23.I got through today (90 minute wait) and they said to expect a call in about a week. I'm hoping for a chance to buy a new DVC AP Gold Pass

We cancelled ours passes and took the refund in August last yearDid you cancel your AP last year? We let ours ride with the extension even though we never used it after the reopening.

It is frustrating that if you walked, you get more flexibility now than if you didn't. We didn't cancel our passes. They just expired. In a normal year, I would have let a gap happen and then purchase a new pass so we could go May 2021-May 2022. That's not an option for me -- I can call and ask again, but was told no by passholder services -- but if I'd taken a refund, I could be purchasing a voucher now and activate it in May. Doesn't feel very fair.Why let folks who canceled and received a refund rejoin as AP holders but not let folks
who made a long term investment join?

In the last year, I’ve finally reached a place financially where I can see making multiple WDW trips in year, making an AP a logical investment, and now is exactly when I can’t get one.It is frustrating that if you walked, you get more flexibility now than if you didn't. We didn't cancel our passes. They just expired. In a normal year, I would have let a gap happen and then purchase a new pass so we could go May 2021-May 2022. That's not an option for me -- I can call and ask again, but was told no by passholder services -- but if I'd taken a refund, I could be purchasing a voucher now and activate it in May. Doesn't feel very fair.

If they expired after March 16, 2020 then you may also be eligible to purchase new passes, but it did say it is case by case and not everyone is eligible.
