Any HVAC people here?

I have a house built in 2000 with the original thermostats and furnace (new AC condenser installed last year). Recently I've noticed that the circulating fan kicks on for no apparent reason. We have 2 thermostats (1 upstairs, 1 down) that are set at 80 and 77 respectively. But, on several occasions the fan has kicked on when the temps are well below the 80/77 settings. The only way we can get the fan to turn off is by either flipping the breaker or flipping the emergency switch at the furnace.

Any ideas on what the problem might be? My DH suspects the thermostats might be the issue, but before we go spend a lot of money on thermostats I'd like to get some other opinions.

DH and I have our own HVAC company, but he's out saving the world right now. My first instinct is also the thermostat. If it's calling for heating or cooling when it's not at the right temperature for it, then it probably needs to be replaced, but, I'm not licensed, DH is, so that's only my opinion.

DH is a licensed HVAC tech and he said he would start with the thermostat. He said that would be the easiest and cheapest place to start.

DH is home. Here's what he said:

While the fan is running, take the thermostat off the wall, and pull the green wire (disconnect it). If the fan continues to run, it's the board on the fan that needs to be replaced.
