If you hve purchased an annual water park pass in July,2003 and you are going to WDW in Nov,2003?
does it have any economic value, to trade up to an annual PASS for all WDW theme parks,water parks,etc ,etc for November,2003-Novemer,2004

I think that would depend on how many days you plan to spend in the parks and if you plan more than one trip during the calendar year.
 
Is your question, will they allow any value for trading in these passes against AP+ passes?

YES that is my Question, sorry for not making it clear
do those water park annual passes, have any value, to trade up for Theme PArk Annual passes.

Yes they do. I'm not sure whether this would come under Disney's AP-to-PAP policy or not but you would definitely be due some dollar credit towards the PAP.

If they continue to handle this as it used to be, then you would get a prorated value of the unused time on the water park AP (about 8 months worth) to apply to the cost of a new PAP beginning in November.

If they handle this the way they are now doing AP-to-PAP upgrades, you will have to pay the entire price of a new AP and the two would be combined into a PAP that will run through July '04. It will end up costing you a little more than if you had just bought the PAP at the beginning.
