I work for a governmental entity that is not tax dependent and is self-sustaining. Each year we receive a 2% step increase and then we get a "Cost of Living" increase, which has been around 3% the last few years, so 5% total. However, at times we are given additional raises if we have taken on additional duties, etc.
With the property tax crap though going on in Florida, I don't know how it's going to work out this year. While the agency I work for is self-sustaining, we are still city employees and usually adhere to what the regular city employees receive.

. OK, enough whining

Paycuts work the same way, only the opposite direction.
