Nope! No discount per se, but,
If you schedule your annual WDW vacations so that your two visits fall within a 12 month period, that works out to a 50% discount. Lots of DVCers practise this.
And 50% is a pretty good discount.

Now another question I would hope annual passes start their year on the date you buy them? They don't run from jan-dec or something similar do they?
As explained, they start when you activate them. However, if you elect to do the cheaper renewal of an Annual pass, rather than wait and buy another one, it starts from the day the previous one ends, regardless of when you activate it. That is in contrast to the fact the renewals once upon a time started when you activated them so you got a full years potential use from that point.
