Anniversary Trip with free dining?

My husband and I are planning an anniversary trip in September. We are hoping for the free dining to come out then.
Two Questions.
1. Should I go ahead and make room only reservations now and then change it to a package if/when free dining comes out? Is this even possible?
2. When does free dining usually come out? Meaning when do they usually announce it?

They usually announce it to Disney Visa cardholders around the end of March and to the general public early April. We booked the bounceback when we were there in September 2007 and when we got home my TA booked my best friend and her husband for a package; she (my TA) then watched for the free dining and added it to their plan. We again booked bounceback when we were there September 2008.
