My BF and I are coming up on our 1 year, and I want it to be really special. I'd like to go somewhere to dine, preferably in one of the resorts, where we won't be surrounded by people in jeans/tshirts with their 3 children running around.

I'm aware that V&A requires jackets and is very, very nice, but I'm not sure if that's where I want to go. Any other similar resturaunts, where we won't feel out of place if dressed formally?

You could try the California Grill, that is great or how about Jiko's at the AKL.

V&A is the only restaurant at WDW where formal dress is common although certainly not required.

But many of the nicer resort restaurants will have a mix of people dressed in business attire (think convention types), business casual and resort casual. All restaurants except V&A will have children but I think as a rule of thumb, the more expensive the restaurant, the better behaved the children. I'm not sure why that is but it's what I've noticed. Now, the adults :confused3 .

Citricos might be a good choice for you. Great service and food and a sedate atmosphere.

Another option is the Yachtsman Steakhouse at the Yacht Club. There will be kids there but the atmosphere is very adult. California Grill has been mentioned but I found it to be noisy.

Yachtsman Steakhouse is where we will be dining for our anniversary dinner in Dec.

I'd go for Yachtsman or Artist Point. To minimize your child exposure, request a later ADR. I also understand that most signature restaurants are going with a more "business casual" look now, so the T-shirts should be limited.

Last year for our anniversary we ate dinner at The Flying Fish.
I admit it -- I mentioned that as we were being seated. :rolleyes1 (Of course they asked the usual spiel, Where are you from, have you been here before, chit chat. And I just spewed out the extra info.)
They gave us a dessert to share. And the very nice special touch was they wrote "Happy Anniversary" in chocolate on the plate.

Well, first of all, it's Disney and regardless of where you go, there are going to be children and guests dressed in park attire. You do have some limited choices though if you want something more private or adult only. The first, as you mentioned is Victoria & Alberts. Second, depending on which resort you're staying at, you can make arrangements through private dining for dinner on your balcony. Third, you can take out the Grand 1 at the GF resort. I believe it's in the area of $350 an hour and then you can add food and beverage items on. Fourth, is the wine pairing dinner at Jiko's. Typically scheduled for every first Thursday of the month and they do sell out.

Not sure, because I've never been there during this particular time period, but there might be more dressy options during the Food & Wine Festival.

Two of our favorite places to dine at WDW are Jiko & California Grill. Both would be good choices for your night out.
