Use my MB for FP+ and charging if I am off-site? I have a MB from a previous trip, and a charge card already associated for ADRs. I have previously had a pin set up as well. Will I be able to just link my paper tickets and get FP+ and charging abilities when I enter the park??

You can link your tickets to your MDE account and make FPs at 30 days. You can use your previously activated MB for park entry and FP entry. But you cannot charge with your MB if you are staying off site. Charges go to a guests resort account, which is what is linked to a credit card (not the MB itself). You won't be staying at a resort.

Fast pass, yes. Charging privileges no. The latter must be Connected to a room as the charges are charged to a room and then a credit card.
