I don't have sound on this computer, so I can't comment on the music, but the first one of the little girls is from 2006. The 2nd one is from 2007 and the 3rd 2008. The rules I copied is from the 2010 entry form. I know that with the popularity of hip-hop, it became nessecary for the competitions to put these types of rules in, because of the stupidity of some of the studios and what they were doing with their dances.
The little girls - I didn't see any booty drops be done. Nor did I see any of them making the facial expressions like those that the girls in the origianl video were doing. This is pretty much standard for a JAZZ routine at a competition.
For the other two, while there are a couple of points I may question the move, at the 2:26 and 2:45 mark in the 2nd dance - it doesn't offend as it was a quick 1 position move that is not repeated over and over and over again by 7 or 9 year old girls. The 3rd dance, I didn't see anything that would be considered out of the norm for a JAZZ routine. And for both, the costumes are age appropriate for the girls.
That may be so however according to the guidlines that were posted, any choreography or costuming using sex as a theme would be inappropriate. I think that the one titled "Hanky Panky" (the song is Hanky Panky and you don't need sound to know what thats about) would definitely be inappropriate for this competition according to those guidlines.
The others were there to show that the revealing nature of the costume in the OP is normal for these types of competitions and not deemed inappropriate. If so then the ones I posted wouldn't have been allowed at that competition, no matter the age group of the dancer since as you said those are general guidelines. I realize you said it was from 2010, but I'm guessing those weren't any different a few years ago. Why would it suddenly not be okay to do certain Hip Hop moves because of the percieved sexual reference now, yet be able to do dress in a bra and panties and do a whole dance routine to a song about sex just a few years ago

Does teh Hip Hop routines really make things that mush more inappropriate? They may have gotten tougher, but I bet most of those guidelines have been in place for awhile.
These guidelines are:
Choreography, costuming, and/or the use of dance themes such as rape, suicide, murder,
sex, domestic violence, anorexia, and dark undertones chosen and/or presented to competition audiences with a lack of artistic discretion is considered inappropriate. The FDC appreciates the art form,
creativity and desire to heighten world awareness of these themes through dance but deem it inappropriate to present them to audiences that include children of every age. We recognize that this is extremely subjective and sensitive. Therefore, each competition will individually address these
performances as they surface at each particular event. An entry that is ultimately deemed inappropriate by an FDC competition will be adjudicated only. We urge all studio owners, teachers, and especially parents to keep performances thematically and choreographically appropriate.
