alcohol question

If you get a beverage package, does everyone over 21 have to pay for the alcohol? Or, can they opt to have the soda package? Most of my guests don't drink, but I want them to have to option, but I also don't want to spend a bunch of money on something that nobody really wants.... I don't want to have a cash bar because I want to provide alcohol if they want it, but I also don't want a pay by consumption because I can see some people taking way too much advantage of that....So, can you choose how many people will be drinking alcohol or is it just everyone over 21 has to pay?

I asked this before my wedding because I don't drink but most everyone else coming did. I was told that you had to pay for everyone over 21 if you did a package because there was no way to monitor who was drinking and who wasn't.

I'd recommend a Bill-on-Consumption bar. I guarantee that if most of your guests don't drink, there is no way that the ones who do will take enough advantage of the bar to cost you more than you'd pay for a package. Even at weddings with lots of drinkers, BOC bars almost always end up giving you a refund, whereas once you pay for a package, the money is gone no matter how little people drink.
