I'm looking into our car rental, and right now I can get the Standard/Fullsize for only 10$ than a midsize. However, since there are only 2 of us, we don't really need a big car, but we love to have special smaller car, and sometimes they end up in the higher category (e.g. last year we took a nicely equipped Beetle in the midsize row, much smaller than everything else). If we book the Fullsize, could we take something from the Midsize if there are only Impalas in the larger category?

You would need to go to the customer service booth and downgrade there. There will be other than Impala's on the full size row. There always are.
 
As indicated you would have to talk to customer service at MCO. The problem is that they price their rentals based on inventory. They may have a glut of unreserved full size cars that they need to unload, so they price them cheap to get people to book them. If you book a full size, they really want you to take a full size because that is what they have to rent to you.
