Age limit for sting rays at CC?

I don't see a price for toddlers, do they allow 2 year olds to view/pet/etc. the sting rays at CC?

Website says it is for ages 5 and up.

Yeah, it's 5. We are going on a cruise for my youngest son who is 4 turning 5 just two weeks after the cruise. I chatted online with a rep and they wouldn't even waive it for him. Said it was put in place for safety reasons.
