It's always over ... unless your cats can play with the roll no matter which direction it's facing ... in which case it's hidden in a drawer (because one of your cats can open cabinets) and your guests get SO CONFUSED if you forget to mention this to them ...

Not that I am speaking from personal experience or anything.

Over or under, it becomes a cat toy here. So I don’t hang it - it sits on the counter, where it’s ignored completely.

My DH is obsessive about the TP being over. My oldest likes to mess with him and change it, see how long it takes him to "fix" it.

So long as you change the roll when needed, I'm good.
