I agree with the posters who suggested asking for the raise to be retroactive. And in the meantime, you have plenty of time to work on your documentation and plan what you are going to say.

I accepted a promotion in January of this year, but so many people had to approve and sign-off on the salary increase, that it wasn't offical until March. They did pay the increase in salary retroactively.. back to January. It does happen.
It must be very frustrating to be held "hostage" while someone else holds the purse strings. I would be livid.
