If I owned 2 contracts - 150 SSR and 50 BWV, could you book 200 points worth of accomodations at BWV at the 11 mo window?

The fair thing to do would seem to be only allowing a 50pt booking until the 7month window appeared, but its not clear to me

No. You could only use your BWV points to get the 11 month advantage at BWV. You could bank and borrow from that contract to get 150 points ever three years for a single reservation.

No, but you could "bank and borrow" and use 3 years worth of points (150) for a BWV reservation.
