When you are talking to what I'd refer to as "Disney fanatics" (like you may find on this forum), you hear a lot more complaining about the service as a whole. These are also the people who are more likely to respond negatively to a survey (or respond AT ALL to a survey). For what it's worth (and I understand that I don't talk to everyone traveling to Disney), it's not as unpopular as people here seem to think.

Exactly my brother and sister in law were there with their twin girls in January and they used it a few time, my brother said he thought it was great hat you could pay to wait less in the line. Their Gils are 4 years old by the way.

Back when there were two ILLs in each of the parks, you could book both in the same park if you wanted to. It's two total. Assuming you can park hop, Disney doesn't care which park(s) they are in.

Guests are able to purchase 2 ILL$ per day either in the same park (where available) or 2 different parks.
