5 people - 1 room question

Quick question - a friend of mine is thinking about a trip to Disney. They have 5 people total (husband, wife, 2 kids - I think they're 4 and 7 and an infant -less than a year old).

I know Value rooms are for 4 people but does the infant count as a person (ie making 5) or does he 'not count' (I'm talking officially no rule breaking) until he's 3?

A child under 3 does not count towards the room occupancy limit.

If a family has more than 1 child under 3, only 1 doesn't count towards the limit - the others do.

So if I understand this correctly - they could all stay in a 'standard' value room (not a suite) without breaking any rules.....? Cost is a factor in their possible trip so I'm trying to help out a bit (I just have a little family of 3 so this is uncharted territory for us).
 

Just wanted to add, we did this last year, and it was totally doable for my family. We just put the pack in play in between the beds. :thumbsup2
 
Just a note, the infant might not count against maximum occupancy limits for the hotel room, but be sure to include the little one in dining ADRs.
