The area that's being filled in must settle before anything substantial is built on it. The rumor is, at least temporarily, they will build a 100-Acre Wood children's play area to tie in with the Winnie the Pooh attraction close by. This will also serve as a character meet-n-greet area. But, this is only supposed to be a placeholder for what they really want to build. But temporary attractions have a way of becoming permanent around Disney World, like Mickey's Birthdayland, or Mickey's Starland, or Toontown Fair, etc...
