When the 120 day booking window becomes available for a concierge level booking does the cruise need to be paid in full in order to make reservations? Also as a DVC member when exactly am I able to send the email requesting booking? Is it 125 days out or 126? Final question, does a cruise need to be booked with points or points plus money to take advantage of the the extra day you get as a DVC member? Thanks!
 
Yes you must be PIF for advanced bookings of onboard activities and port excursions.

DVC doesn't feature into any of the DCL categories. If you are concierge, you may send your email 130 days prior to embarkation. If you are in a regular non-concierge category, you do the bookings yourself (unless you have a TA who will do it, in which case coordinated with the TA).

I'm not sure what you mean about "extra day you get as a DVC member" -- do you mean when new itineraries open? I don't know if you must use points, but you must book via DVC (who then acts as your TA until the cruise -- and by many reports, you might be better off skipping DVC to book on your own).
 
The 120 days is now 130 days for concierge. You do have to be PIF before you can make reservations. I can't speak to the DVC stuff.
