There are more cruising opportunites around the east/central states than there are in the west coast.

Florida/Carribean/Bahamas are closer to central and east coasters, ie: Illinois to NY, therefore making a trip to WDW with
DCL more feasible than it is out here on the west coast. San Pedro/Long Beach Harbor is only about 30 minutes away from
Disneyland, without traffic...

With the Wonder coming, hopefully there will be more opportunities to cruise DCL. So far I haven't heard of any California resident DCL discounts.

However, there are MANY who would love to cruise with DCL.
DVC is relatively a new concept in California, except for the true Disney fans out here who know all about Disney. So if you have DVC and use points for a DVC property in WDW combined with a DCL cruise, then you just need to pay for the airfare, food, transportation, etc...If not, then the airfare alone can reach as high as $500/pp peak season, for a family of four, that's $2000 on airfare alone!
