Your vote for the best character dining experience for toddlers/infants!

I would definately say Crystal Palace. My 2 year old DS was terrified of EVERY character last year. Then Pooh at CP really took time with him, played with DH and his brothers and sister, he was wearing a hat and Pooh took it and wore it while he was playing with everyone and then he gave it back and DS thought he was just amazing. I was really surprised he took the time to make my DS feel better, other characters at other places usually looked at crying DS and walked on by (which I appreciated at the time). Pooh and CP were one of our magical moments.

Another plus is we have always found CP to be more relaxed than the other character meals. We have never felt rushed and we have been there at least once every trip.
 
For us, it is Chef Mickey's. My oldest 2 (ages 5 & 3) love it! It is such a great breakfast. So much fun! Crystal Palace and Playhouse Disney at the Hollywood and Vine are close behind as well.
 
I've found most kids that aren't afraid of the characters love seeing any of them. I'd pick based on where you are going that day. Each park has great Character buffet meals. We usually do late breakfast as it is not as crowded and that way we have time to do a ride and grab a FP or two.

Meal-wise, we loved breakfast at Crystal Palace in MK and Akerhaus in Epcot. Hollywood & Vine in MGM was empty at 10am Thursday July 5th! There were only about 10 tables of people, so the characters just hung out at each table for at least 5 minutes. DD really enjoyed that even though she's mostly grown out of the Playhouse Disney shows.
