My fave (besides the Joker) is Patrick Batmen from American Psycho...
COMPLETELY psychotically sadistic, but COMPLETELY hilarious. I can't believe I LOL @ a psycho murderer. But it's such a funny movie!

And Darth Vader. He's like.. the ultimate everlasting villain.

The Joker, as played by Heath Ledger. He turned the character into another whole story. Amazing work by him and especially with the complexity of the Joker as a character.

Beckett from Pirates of the Caribbean. I have such a soft spot for him. And Norrington, of course. They're so awesome.

The Goa'uld, Orii, and Wraith from Stargate, Stargate: Ark of Truth/Stargate: Continuum, and Stargate: Atlantis (ok...so this one's not quite a movie, but w/e) respectively. I'm a lover of odd sci-fi villains.

Azkadellia from Tin Man (a made-for-TV Movie out on DVD due to popularity).

and lastly

LeChiffre from Casino Royale.

Disney: Scar
I love how he doesn't rely on his like scariness or strength to get what he wants. He's really devious. I think that's cool.

Non-Disney Thats a tough one, I would say Sweeney Todd. But he's not really a villian. Technically he's the good guy in that movie. But I don't want to say the judge because he's just a FREEEEEEEEEAK.
ummm so i'll have to say Proffesor Umbridge and Voldemort.
When I was watching that movie and I wanted to strangle her. And Voldemort just has a cool kind of psycological damage that I think is really interesting.

For non-Disney, the Joker(duh), Voldemort, and the bad guy in the movie Red Eye.
