Do the Kiosks around World Showcase do the samples everyday or only on the weekends?

They're open every day starting when the World Showcase opens. The lines are much longer on weekends.

Yep, we agree, I think they could open at 10am and still have lines. People are definately ready to head to the booths when the WS opens.
