Yachtsman's steakhouse-location

Can you get to the Yachtsman steakhouse without buying a ticket to Epcot?

Yachtsman's is not inside the park. It is located at the Yacht Club Resort.

If you are using Disney transportation to get there from a resort that is not one of the Epcot resorts, do not take that transportation to Epcot. There's no way to get to the Yacht Club from the front gates of Epcot without entering the park. Go to a different park and transfer. If you choose Studios as a transfer point, you'd need to either walk or take the boat to Yacht Club. There aren't any buses between Studios and the Epcot resorts.

If you're trying to get there from a park, take a bus to the Yacht Club.

What the PP said. In addition to that, you should know that you cannot go to any restaurant inside any of the parks without having a ticket to that park, even if your only reason to go to that park is in order to go to a particular restaurant.
