The service for the main providers (ATT/Verizon/TMobile/etc) is good in the area. It's possible he had some "no name" provider, the battery was dead, he was out of pre-paid minutes, etc. Again, I didn't try to argue his logic.
I have the non-emergency phone numbers the police stations in several surrounding towns in my cell phone contact list, just for instances like this where something might be going on but I don't want to necessarily stop. Call the police...then you're helping by sending help.
If I were in another area and didn't have the non-emergency phone number, I'd probably call 911, tell them that I was not from the area, didn't know the non-emergency number but was calling about a stranded vehicle on the side of the road with a family with chidren in it and they could use polic assistance. Maybe not an "emergency" in the truest sense of the word, but any stranded vehicle.people could turn into an emergency on the side of the highway if someone hits the car or whatever, so I'm sure the police are glad to investigate.
