You do not get reserved seating for WOC. It is standing only. With the picnic meal, you get the same FP that they give for free. The picnic meal only guarantees you a FP. You should only purchase it if you want the meal. You still have to get there 45 minutes early for a decent spot.

Depending on the time of year and your arrival time to DCA, a WOC meal might not be needed.

However, if our time is limited and we won't be there in time for a free WOC pass then I'd consider the picnic meal for the WOC pass.

Been there and done that. No, it's not worth it.

Even if the show were a good one, it would not be worth it.
 
honestly no. In my opinion the food in the picnic stuff sucks and is disgusting especially by Disney standards.
I went to DL during rush time in August and there were fastpasses available for seating up until the show started.
The picnic area seating isn't all that great. Sometimes if you are too close to something it isn't as great take a step back and enjoy the beauty of WOC.
 
Just to be absolutely clear, the Preferred Dining FPs won't get you "seating" either. All viewing for WOC is standing, except for handicapped and VIP viewing.
WCT WOC lunch gets you a blue FP, just like the free FPs from the GRR machines. WCT WOC dinner gets you the front Preferred Dining area (front=closer to the water). Even with a PD FP, you will have to line up early. How early depends on how good you want your view to be. As suggested above, read the first post in the WOC superthread to answer your questions.
