I get where you're coming from and I agree. But I think the woman got as far as she did due to poor upper management rather than just a lack of protocols.
I think part of the problem is that both the CMs and Disney's Security Staff need more 'back up' from management. From what I've been told the issue is that IF there is an 'incident' between a guest and a CM or Security that results in a complaint, bad PR, or a lawsuit, management tends to hang them out to dry. Until you have management that will stand behind the judgement of their staff and back them up, that staff is always going to think "Is this going to land me in hot water?" or "Why should I bother since nothing's going to happen to the guest anyway" before they take action. I'm not saying that staff shouldn't be disciplined for egregious behaviour or a total lack of judgement, just that they should feel that TPTB has their back.
