Does anyone know what time this might start in late February?

From the home page of this site, click on "Theme Parks" and it will take you to park, parade, and fireworks times for February. Wishes is usually at 9:00 or 10:00 during the last couple weeks of February.

Are you going during President's Week? I'm pretty sure it's at 10:00 every night from the 18th-26th.

This is from the official Disney site. It's the interactive calendar. If you click on the date, it will give you the parade times, etc.
