Well disneyland Paris is the most attended European park. I just don't think Europeans are as into theme parks as those in the US and Asia.

I can't imagine this is true. ABD has had to put its Egypt itinerary in mothballs, and from what I heard, was only ever able to run it once. Armed guards are required for tour groups in Egypt (by the Egyptian government!). I cannot imagine Disney wanting to get involved in that kind of security nightmare.

If they build it anywhere it'll be in the UAE, not Egypt, and not before any of the current projects are further developed (e.g. http://www.dubailand.ae/). And with the money DLP is losing all the time I can't see Disney building elsewhere until other theme parks in the region are proven to be successful.

Back in Dubai's spending frenzy, when they practically would have paid anything to bring in a Disney park, Disney refused. Then the bottom dropped out.

Many of the Dubailand projects with the major players were canceled, others moved to other locations.

Interestingly, there was a deal for a Marvel Superheroes park. The park itself was canceled, but it appears the license was transferred to a Worlds of Adventure indoor park, so depending on the contract it might limit possibilities for a Disney park if the ever did decide to build one.
