We got right into Carnation last Saturday for lunch and two Sunday's before that as well was just walk straight in. I would suspect being the middle of the week in the "off" season you could just walk in.
The only place we ever had any kind of wait was the Wine Country Trattoria but that was at the height of tourist season and even then we only waited apx 20 minutes. Blue Bayou without reservations on a crowded Saturday was 15 minutes.
I think I would suggest you get a PS. I'm not sure how often DDhunter goes but we've averaged once a month this year and we've never walked right up to CC and been seated, except once in early Jan when it was cold outside, everyone else was eating indoors but I wanted that Baked Potato Soup. With the beautiful weather lately I'd err or the side of caution and make a PS.
When I called last time to make PS for lunch and dinner at CO they told me they don't take PS which I thought was odd so we didn't have any and got in within 10-15min.

OP is asking about Carnation Cafe, not Cafe Orleans. But, it's odd they told you that, because they absolutely do take PS at CO. We've been able to get into CO without a PS but not CC. And we go a lot.....
