The answer is that WiFi is not available in your room unless you provide it. WiFi in the common areas of the resort is suppose to cost $9.95 for 24 hours but some have reported that they got it for free.
Wired internet is free for DVC members staying on points, otherwise its $9.95 for 24 hours. If you prefer WiFi you'll have to bring your own router. internet access
In most cases, anyone staying on points gets free wired internet access.
If something goes wrong and you get charged (it happens, although lately, reports of it have decreased in frequency), the only way to get the charge removed is to go to the front desk and show them your blue DVC membership card. Renters will not have a membership card and thus may be charged.
There's a thread on the DVC News Forum that someone was at OKW earlier this month and had maintenance knock on their door asking to install a wireless router for the villa. The CM said they were installing the routers in all of the villas at OKW. The guest didn't have time for maintenance to come in at that moment and maintenance never returned before they checked out. The poster indicated that there were crates of routers on each floor of their building.
So it looks like OKW will be wireless soon. I don't know if it's an experimental test run or if the DVC plans to make all DVC resorts wireless.
